The President of Ukraine Volodymyr Zelenskyy addressed the European Council, saying that Russia is deliberately preparing the ground for a large-scale disaster in the south of Ukraine by mining the Kakhovka HPP

This was stated in Zelenskyy's video address to the EU.

"We have information that Russian terrorists mined the dam and units of the Kakhovka Hydroelectric Power Plant. This is one of the large energy facilities. The dam of this hydroelectric power station holds about 18 million cubic meters of water," he noted.

If Russian terrorists blow up this dam, more than 80 settlements, including Kherson, will be in the zone of rapid flooding, the president emphasized.

"Hundreds of thousands of people may be affected. The water supply of a large part of Ukraine’s south may be destroyed. This Russian terrorist attack may leave the Zaporizhzhia nuclear power plant without water for cooling - the water for the ZNPP is taken from the Kakhovka Reservoir. Even the work of the canal, which was built to supply water to Crimea and which they allegedly "care about" in Moscow from time to time, will be completely destroyed. This is Russia's true attitude towards our Ukrainian Crimea. And in general, the devastating ecological, humanitarian, man-made consequences of this Russian terrorist attack may become such that it will be called a historical catastrophe," Zelenskyy said.

He also said that according to his information, Russia has already prepared everything to carry out this terrorist attack.

"Ukrainian workers were thrown out of the Kakhovka station - only Russian citizens are there. They completely control the station. We must act immediately so that Russia does not have the opportunity to orchestrate this disaster. We need an international observation mission to the Kakhovka HPP. We need to return Ukrainian personnel there and ensure immediate and professional demining of aggregates and the dam itself," Zelenskyy said .

In addition, the president of Ukraine said that Russia plans to carry out a terrorist attack under a false flag - to blame it on Ukraine.

"But you and I know the truth. We know that this territory is controlled by the occupiers and what they are capable of. They themselves will stop at nothing. But we can stop them. We can stop the catastrophic consequences. We can, and therefore - must!" Zelenskyy concluded.
