Rotenberg, Michelson, Kerimov, Prokhorov and others: Zelenskyy implements the NSDC decision on sanctions against a number of Russian oligarchs, Putin's relatives and legal entities
Ukrainian President Volodymyr Zelenskyy passes decrees that put into effect the NSDC's decision on sanctions against a number of Russian oligarchs and enterprises. The lists include thousands of legal entities and individuals
The relevant decrees are published on the website of the Office of the President of Ukraine.
The list of those against whom sanctions have been imposed includes 2,507 individuals and 1,374 legal entities, most of them Russian citizens and Russian legal entities.
Sanctions against 256 people were introduced in accordance with the Decree of the President of Ukraine No. 727/2022 "On the decision of the National Security and Defense Council of Ukraine dated October 19, 2022 "On the application and introduction of changes to personal special economic and other restrictive measures (sanctions)".
The list of sanctioned persons includes well-known businessmen Roman Abramovich, Leonid Michelson, Suleyman Kerimov, Mykhailo Prokhorov, Dmytro Rybolovlev, Yuriy Kovalchuk and members of his family, Arkady, Boris and Igor Rotenberg, Yevhen Kaspersky, Iryna Viner-Usmanova, Yevhen Giner and others. They are considered close to Russian President Vladimir Putin.
Sanctions for 10 years have been imposed on all of them. Imposed restrictions include:

blocking of assets – temporary deprivation of the right to use and dispose of assets belonging to a natural or legal person, as well as assets in relation to which such a person can directly or indirectly (through other natural or legal persons) perform actions identical in content to the exercise of the right to dispose of them; restrictions trade operations (complete suspension);

restriction, partial or complete suspension of the transit of resources, flights and transportation through the territory of Ukraine (total suspension);

prevention of withdrawal of capital outside the borders of Ukraine; suspension of economic and financial obligations; cancellation or suspension of licenses and other permits, the receipt (availability) of which is a condition for carrying out a certain type of activity, in particular, the cancellation or suspension of special permits for the use of subsoil;

prohibition of participation in privatization, leasing of state property by residents of a foreign state and persons directly or indirectly controlled by residents of a foreign state or acting in their interests; prohibition on or restriction of entry of foreign non-military vessels and warships into the territorial sea of Ukraine, its internal waters, ports and aircraft into the airspace of Ukraine or landing on the territory of Ukraine (complete ban);

ban on issuing permits and licenses of the National Bank of Ukraine for investment in a foreign country, placement of currency values in accounts and deposits on the territory of a foreign country;

suspension of issuance of permits and licenses for import into Ukraine from a foreign country or export of currency values from Ukraine and restriction of issuing cash for payment cards issued by residents of a foreign country;

ban on transfer of technologies, rights to objects of intellectual property rights; deprivation of state awards of Ukraine and other forms of recognition;

ban on acquiring ownership of land plots.
In addition, sanctions were introduced against a number of individuals and legal entities by Decree of the President of Ukraine No. 726/2022. This decree introduced restrictions against politicians, public figures and military personnel, officials close to Putin, etc. Among them are Putin's daughter Kateryna Tikhonova, former board member and deputy general director of Gazprom's subsidiary Gazprom Nafta Andriy Patrushev, head of the Central Election Commission of the Russian Federation Ella Pamfilova - a total of 2,251 people.
This decree also introduced sanctions against Russian legal entities. In particular, Rostelecom, the Russian Direct Investment Fund, Alfa-Bank, Transkapitalbank, Ural Bank for Reconstruction and Development, "Federal Hydrogen Generating Company - RusHydro", Joint Stock Company "Alrosa", "Tactical Missile Armament" Corporation, and Moscow Credit Bank, Insurance Company "Sberbank Insurance Life" were included in this list and others.
