Ukraine and EU will mutually recognize and enforce court decisions
The Council of the European Union and Ukraine has agreed on mutual recognition of foreign judgments in civil and commercial matters

The parties agreed to establish treaty relations under the Hague Convention, which obliges member states to recognize and enforce judgments rendered in civil or commercial matters in other member states.
According to the statement, the EU member states consider that there are no fundamental obstacles, such as those related to the independence and efficiency of the judiciary, the fight against corruption or the observance of fundamental rights, which could prevent the EU from entering into treaty relations with Ukraine.
"With this decision to recognise and enforce each other’s judgments the ties between the EU and Ukraine will only become stronger," commented Gunnar Strömer, Minister of Justice of Sweden, which holds the EU presidency.
The Judgments Convention was negotiated at the Hague Conference on Private International Law and was signed in 2019. In 2022, Ukraine ratified the Convention. According to the Convention, treaty relations between Ukraine and the EU will be established on September 1, 2023, if neither party objects.
"Today’s decision therefore clears the path for the EU to enter into treaty relations with Ukraine under the Judgments Convention. It will facilitate the recognition and enforcement of the EU's and Ukrainian judgments in civil and commercial matters, making it an important instrument to facilitate international trade," the EU Council said.
