Russian Federation Council approves Putin's decree on "martial law" in temporarily occupied Ukrainian territories
The Russian Federation Council has unanimously approved the Russian leader's decree on the introduction of "martial law" in the four temporarily occupied regions of Ukraine

It is noted that the Federation Council had unanimously approved the decision of Russian President Vladimir Putin to introduce martial law in the temporarily occupied territories of the Donetsk, Luhansk, Kherson, and Zaporizhzhia regions, which were recognized as a part of Russia as a result of sham referendums.
The decree, published on the Kremlin's website, states that martial law will come into effect at midnight on October 20.
The Russian leader has also signed a decree on the introduction of a regime of "maximum level of response to risks in the field of security and creation of territorial defense headquarters" in the temporarily occupied territories of Ukraine.
He also introduced the “medium level of response” in the temporarily occupied Crimea (Sevastopol) and the Krasnodar, Belgorod, Bryansk, Voronezh, Kursk, and Rostov regions bordering Ukraine.
At the same time, the "highest-ranking officials" were ordered to carry out "mobilization measures" in the sphere of the economy, in the bodies of executive power, local self-government, as well as to "satisfy the needs of the armed forces of the Russian Federation, other troops, military formations, prosecutor's offices, and the needs of the population in the temporarily occupied territories of Ukraine."
Within the framework of this regime, the highest officials of the specified territories must also "temporarily resettle residents to safe areas." The evacuation of residents of the temporarily occupied territories of the Donetsk, Luhansk, and Zaporizhzhia region is not planned, except for the Kherson region.
Also, the regional government of Russia should create "operational headquarters of subjects of the Russian Federation", which include representatives of the Ministry of Defense of Russia, heads of relevant territorial bodies of the Ministry of Internal Affairs, the Ministry of Civil Defense of the Russian Federation, Emergency Situations and Elimination of the Consequences of Natural Disasters, the FSB, the Federal Service of the National Guard of the Russian Federation, as well as representatives of public authorities of the relevant subject of the Russian Federation and organizations.

On September 20, the Russian forces decided to hold "referendums" in the Luhansk, Donetsk, Kherson, and Zaporizhzhia regions on joining these territories to the Russian Federation. So-called "referendums" lasted from September 23 to 27.
