Kakhovka HPP destruction consequences may provoke epidemic in occupied southern Ukraine

The flooding of the Kakhovskaya HPP dam caused several areas, including 12 cemeteries, a cattle cemetery, and a biothermal pit, to be submerged. This could potentially trigger an epidemic in the temporarily occupied territories (TOT) of southern Ukraine

The Center obtained relevant information from internal documents of the occupation administration in the TOT of the Kherson region.

It is emphasized that the submersion of these areas increases the risk of epidemics in the temporarily occupied territories.

Kakhovka HPP dam explosion 

The Russians occupied the Kakhovka HPP since February 24 last year.

On October 20, 2022, President Volodymyr Zelenskyy warned that Russia was planning to blow up the dam of the Kakhovka HPP in the Kherson region, causing a large-scale terrorist attack. He mentioned other potential consequences of this attack. Halyna Luhova, the head of the Kherson city military administration, also addressed the residents about the threat and shared instructions on what to do if the reservoir dam exploded.

On Tuesday, June 6, 2023, the Russian occupying forces destroyed the Kakhovka HPP through an explosion. The evacuation of residents from dangerous areas started, and the President of Ukraine called for an emergency meeting of the Security and Defense Council. The United States is carefully examining the evidence regarding the Kakhovka HPP explosion.

On June 28, a report from the General Staff of the Armed Forces stated that the Russian occupiers took actions to improve the health and hygiene situation in some settlements in the Kherson region after they gained control following the HPP explosion and viral disease outbreak. Russians forced the workers to clean up debris and collect the bodies.

Between June 24 and 25, more than 60 bodies were discovered. The Russian occupying forces concealed the true number of victims by burying them in mass graves without conducting DNA testing or establishing memorials.
