China and Russia are in secret talks with Iran over stockpiles of a key chemical compound used to propel ballistic missiles
This is stated in a Politico article.
Tehran is conducting parallel negotiations with officials and government-controlled organizations of Russia and China, including the state-owned Russian chemical producer Anozit, to purchase large quantities of ammonium perchlorate, the main ingredient of solid fuel used to power rockets.
According to diplomats, negotiations on the acquisition in Beijing were led by Iranian diplomat Sajjad Ahazadeh who is Tehran's "technology advisor" in China and the region as a whole. However, diplomats said they did not know which Chinese companies were involved in the talks.
