Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets said this.
In a statement to Radio Liberty, Lubinets explained that Russia is using these executions to scare its soldiers into not surrendering, as they are convinced Ukrainians will execute them. He also noted that Russia's actions aim to undermine international humanitarian law.
"They don't care about international law or the Geneva Conventions," Lubinets said.
"Russia is trying to destroy the current international system, demonstrating that it doesn't exist. They want to change it to promote their own interests, such as increasing the number of permanent members in the UN Security Council from countries that support them. This is a dangerous path for all of us."
