According to the German prosecutor's office, the suspects planned to send parcels containing explosive devices from Germany to recipients in Ukraine — with the intention that the devices would detonate during transit.
It is alleged that one of the Ukrainians sent two test parcels to Cologne as part of a route reconnaissance effort; these parcels reportedly contained GPS trackers.
Two Ukrainian nationals were detained in Cologne and Konstanz and are currently in custody. Meanwhile, a third suspect is in Switzerland and is expected to be extradited to Germany soon.
