Russian ruler Vladimir Putin held a phone call with French President Emmanuel Macron, with the war in Ukraine among the topics discussed

The Kremlin's press service reported on July 1.

Putin told Macron the war in Ukraine is the result of Western policies, according to the Kremlin

The two leaders also discussed the situation in the Middle East in the context of the confrontation between Iran and Israel, as well as U.S. strikes on Iranian nuclear facilities.

“The leaders spoke in favor of resolving the crisis around Iran’s nuclear program, as well as other differences in the Middle East, exclusively through political and diplomatic means,” the Kremlin said.

The politicians reportedly agreed to stay in contact for potential coordination of positions.

Regarding Ukraine, Putin reiterated his position that the war is the result of Western policy, claiming the West ignored Russia’s interests, built anti-Russian infrastructure in Ukraine, and arms Kyiv, which he said prolongs the fighting.

Putin expressed alleged readiness for negotiations, but only on conditions that take into account “new territorial realities” and address what he calls the “root causes of the conflict.”

The Kremlin described the conversation as substantive.

What Macron’s office says

The Élysée Palace confirmed the call and said it lasted more than two hours. Macron reaffirmed France’s unwavering support for Ukraine’s sovereignty and territorial integrity. He also called for a ceasefire as soon as possible and for negotiations between Ukraine and Russia to achieve a lasting settlement of the conflict.

Macron and Putin reportedly agreed to continue talks on the matter.

This was their first conversation since 2022.

  • In June, Putin claimed Russia is not seeking Ukraine’s capitulation but insists on the “recognition of realities on the ground.”
  • Meanwhile, Putin’s spokesman Dmitry Peskov said Russia refuses a ceasefire in Ukraine, claiming it has a strategic advantage.
