Reuters reported on the possible agreement.
"There are elements of that agreement (on ammonia) that have to happen between the two countries. We have reason to believe that there is interest for that to happen," said Rebeca Grynspan, secretary-general of the U.N. Conference on Trade and Development (UNCTAD).
Ukraine may agree to the transit of Russian ammonia, that Russia insists on, only in case there will be an exchange of prisoners according to the "all for all" formula.
