Ukraine has returned 106 civilians from Russian captivity
Advisor to the Head of the President’s Office Daryna Zarivna said that Ukraine has returned 106 civilians from Russian captivity.
This was reported by Daryna Zarivna, an adviser to the head of the Presidential Office, in an interview with KyivPost.
"At the moment, Ukraine has returned 106 civilians. According to international legal documents, civilians as non-combatants must be returned by the Russian Federation without any conditions, without using them in the process of exchanging prisoners of war," Zarivna said.
The representative of the President’s Office said that communication with Russia is currently taking place only regarding the exchange of prisoners and only through the Coordination Headquarters.
"There is a register of the National Information Bureau in Ukraine, which contains information about prisoners and missing persons. The entire registry is submitted for the exchange, i.e. everyone who is registered as a prisoner or missing. This information can be submitted by families, relatives, military units, investigators, security services or other closed sources," explains the advisor to the head of the Office.
Zarivna emphasises that the main task of the authorities is to return Ukrainians, while the Russian side has virtually no such motivation.
"It happens that during the next exchange, a third of our defenders, whose fate was previously unknown, return home. However, every time the negotiations are very difficult. Several exchanges can be conducted simultaneously, they are at different stages, and different structures are involved in the negotiations," the President’s Office representative added.
Reportedly, it often happens that exchanges are disrupted or postponed to other dates.
Earlier, Turkey initiated the creation of a humanitarian corridor for prisoners of war, noting that it was ready to accept and treat them.
The Ukrainian Ombudsman explained the essence of the humanitarian corridor for seriously wounded prisoners. According to the Geneva Conventions, there is a certain priority in the exchange of prisoners of war - women prisoners of war are returned first, then the wounded
