"In the city of Kupiansk, Russian troops delivered a direct strike with a guided aerial bomb on the building of the State Emergency Service fire and rescue unit," the statement says.
At the time of the strike, the personnel were out on a call, and only one rescuer was in the unit—he was not injured. There were no casualties.
