ICC issues arrest warrant for Russian long-range aviation and Black Sea Fleet commanders, Kobylash and Sokolov
On Tuesday, March 5, the International Criminal Court issued an arrest warrant for Russian long-range aviation Commander Sergei Kobylash and Black Sea Fleet Commander Viktor Sokolov

Pre-Trial Chamber II of the International Criminal Court, composed of Judge Rosario Salvatore Aitala, issued arrest warrants for Kobylash and Sokolov for alleged crimes committed in Ukraine in the period from at least October 10, 2022, to at least March 9, 2023. At the time, Lieutenant General Sergei Kobylash was the commander of the Russian Aerospace Forces' long-range aviation, and Admiral Viktor Sokolov was the commander of the Russian Black Sea Fleet.
They are accused of several war crimes. These include attacks on civilian objects, causing excessive incidental harm to civilians, and damage to civilian objects. They are also accused of crimes against humanity. As the ICC clarified, the pre-trial chamber believes that "there are reasonable grounds" to believe that both commanders are responsible for the missile strikes on Ukraine's power infrastructure facilities carried out by Russian forces under their command.
"There are reasonable grounds to believe they bear individual criminal responsibility for the aforementioned crimes for having committed the acts jointly and/or through others, ordering the commission of the crimes, and/or for their failure to exercise proper control over the forces under their command," the court said.
The International Criminal Court issued arrest warrants for the Russian commanders based on motions filed by the prosecution.
