This was stated by the initiator of the project, MP Aleksei Zhuravlyov, Kommersant reports

It is about getting land plots under occupation in Donetsk, Luhansk, Kherson and Zaporizhzhia regions. The initiators of the bill estimate that it may involve 100 million hectares of occupied land.

According to Zhuravlyov, the land is to be given to the invaders and occupiers as a priority. His initiative is still under development.
