RIA Novosti reported the information.
The suspect was identified as a citizen of Uzbekistan, who, according to Russian propagandists, acted under instructions from Ukrainian intelligence services. The man was detained in the village of Chornoye, Balashikha district, near Moscow.
The FSB claims that the attacker rented a car-sharing vehicle for surveillance, installing a Wi-Fi camera inside. According to the FSB, the footage was allegedly streamed to organizers in Ukraine's Dnipro.
It is believed that the man placed the explosive device on an electric scooter and remotely detonated it after the officers exited the building. The Uzbek citizen was promised a $100,000 reward and assistance in relocating to the EU.
"Ukrainian intelligence personnel involved in organizing the attack will be found and held accountable," the FSB stated.
