
U.S. gets Ukraine’s peace terms, waits for Russia’s memorandum
Special representative of the U.S. president, Keith Kellogg, said on May 27 that Washington has received a document containing conditions for peace from Ukraine and is now awaiting a memorandum from the Russian side
Keith Kellogg said this during a broadcast on Fox News.
Keith Kellogg stated that the U.S. received a document with conditions for a peace agreement from the Ukrainian side. He mentioned the conversation between Trump and Putin, during which the Russian side declared its intention to prepare a memorandum. Washington is currently waiting for Russia to provide “a terms sheet on how peace can be achieved.”
The special representative noted that after the United States has both documents, they will be able to compare them and organize the next meeting for peace talks.
“We would like to hold it in the Vatican, we were set to do it, but the Russians did not want to go there. So Geneva could be the next stop, where the three main leaders—Putin, President Zelenskyy, and President Trump—would meet and hammer everything out and sign some document to end this war,” Kellogg said.
He added that Donald Trump is the “only one” who can achieve a peace agreement between Russia and Ukraine, and it is necessary to continue pressuring Moscow to bring it to the negotiating table.

- On May 20, Kremlin spokesman Dmitry Peskov said there are no deadlines for preparing a memorandum on peace and ceasefire, nor can there be any.
- On May 22, the Russian Foreign Ministry stated that Volodymyr Zelenskyy does not have legal authority to sign a peace memorandum with Russia, and Ukraine must elect a new president to do so.
- On May 27, Turkish Foreign Minister Hakan Fidan proposed holding a new round of negotiations between Russia and Ukraine in Istanbul.
