
Ukraine, U.S. finalize agreement on economic cooperation, security guarantees — Ukraine's PM
Ukraine and the U.S. have effectively finalized the terms of an agreement on rare earth minerals. The document is currently titled the Agreement on the Establishment of Rules and Conditions for the Investment Fund for the Reconstruction of Ukraine
Ukraine's Prime Minister Denys Shmyhal announced this during the telethon.
The Agreement on the Establishment of Rules and Conditions for the Investment Fund for the Reconstruction of Ukraine will be reviewed by the government today, February 26, and ministers will be authorized to sign it during the presidential negotiations on security guarantees.
"This is essentially a preliminary agreement that implies a legal action. It is about the future creation of an investment fund for Ukraine's reconstruction, where Ukraine and the U.S. will jointly manage and fund it," said the Prime Minister.
According to him, the agreement is directly linked to security guarantees: neither the President of Ukraine nor the government will consider the agreement separately from the guarantees.
Shmyhal quoted the beginning of the document: "Following the American people's desire to invest alongside Ukraine in a free, sovereign, and secure Ukraine." He added that it is important to understand the purpose of this agreement: security is the country's priority.
