Ukraine to sign 20-point peace deal with U.S., Washington to negotiate separately with Russia — FM Sybiha

Foreign Minister Andrii Sybiha has stated that the 20-point framework agreement, which is currently at the center of the peace process for resolving the war, is a bilateral document

The minister stated this in an interview with European Pravda.

According to him, the agreement is planned to be signed by Ukraine and the United States, while the United States is to conclude a separate document with Russia.

"If we're talking purely about this 20-point framework, it is currently a bilateral document to be signed by the U.S. and Ukraine. And with Russia – the U.S. is to sign. As of now, this is the structure being discussed, but negotiations are still ongoing, it's a process," the minister said.

Sybiha emphasized that one of the points in the peace plan concerns Ukraine's European integration. At the same time, he stressed that even without the EU's signature on the document, no provisions can be adopted without coordination with European partners.

Commenting on possible timelines for Ukraine's accession to the European Union, particularly the mentioned date of 2027, Sybiha cautioned against inflated expectations. According to him, the EU enlargement process involves complex procedures and depends on consensus decisions.

The minister also reported that European partners are participating in the peace process and in shaping agreements on security guarantees. He emphasized that such guarantees must be legally binding.
