He made the remarks on Fox Business.

“Ukraine has proven and demonstrated that they are willing to make a deal. They are willing to freeze the front line if they get security guarantees. I think there is a framework for a deal, and now we just need to make sure it happens,” Whitaker said.

The ambassador emphasized that the most important elements are security guarantees for Kyiv and the Ukrainian army’s ability to defend itself. He added that the presence of European troops on Ukrainian soil would also strengthen these guarantees. According to Whitaker, such assurances could enable President Volodymyr Zelenskyy to reach an agreement to end the war.

At the same time, Whitaker said that Vladimir Putin's stated reasons for the war “are based in a very confused version of history.”

"Nonetheless, I think we’re going to have to have both sides agree. And whatever that agreement — whether it’s protecting Russian churches in Ukraine, Russian-speaking citizens of Ukraine — I think there’s a framework right now. There have been enough discussions," he concluded.
