UK intelligence tells about Russification measures in occupied Ukraine

This is reported by the UK Defense Ministry.

The Russian Academy of National Economy and Public Administration is launching a master's program in State and Municipal Administration, which, according to a university representative, will provide graduates with skills to work at all levels of government, including in the occupied Donetsk and Luhansk, as well as in Kherson and Zaporizhzhia regions.

Meanwhile, Russian Justice Minister Konstantin Chuichenko recently stated that Russia has established 58 federal correctional institutions in the temporarily occupied territories of Ukraine.

The intelligence speculates that this may be due to Russian leader Vladimir Putin's plans to create a new administrative elite, as outlined in his address to the nation last month, and the issuance of a presidential decree in January 2024 to create a new personnel reserve.

According to the UK, other similar measures in the occupied territories include the spread of the Russian justice system, the imposition of the Russian educational program, the issuance of Russian passports, and the development of Russian telecommunications infrastructure.
