'Russia will turn to diplomacy when it sees it cannot achieve anything by force': Zelenskyy presents Victory Plan in EU Council
On October 17, Ukrainian President Volodymyr Zelenskyy presented the Victory Plan at a European Council meeting
The president shared the announcement via his X social media account.
Zelenskyy urged international partners to support Ukraine in executing the Victory Plan, saying that if action is taken now, Ukraine could conclude the war by next year.
He explained that the Plan aims to strengthen not only Ukraine but also the entire Euro-Atlantic community. He further stated, "Russia will resort to diplomacy only when it realizes force will achieve nothing."
Zelenskyy stressed that the Ukrainian military needs more resources because, "Putin is preparing reinforcements not to end the war but to continue it."
“Putin wants to match your countries’ ammunition production by next year. He's getting help from North Korea with shells, equipment, and even manpower — plus support from Iran. Sadly, we have solid intel that China is still actively aiding Russia to drag out this war,” Zelenskyy added.
He also called for a second Peace Summit to address the end of the Russian-Ukrainian war, highlighting Ukraine's preparation of a comprehensive Peace Formula, covering all aspects of peace restoration.
"We’ve already held four meetings on the Peace Formula. Today, the fifth is underway in France, and I thank France for hosting. By November, we’ll develop a full document based on this Formula and present it to everyone, including Russia, at the Peace Summit," Zelenskyy stated.
On October 17, President Zelenskyy arrived in Brussels for a special European Council session to present the Ukrainian Victory Plan.
