
Kremlin finds new way to engage personnel for war against Ukraine
The Kremlin has found a new way to replenish manpower lost during "meat assaults" in Ukraine. In Russia, this is seen as an alternative to mass mobilization

According to the report, the Russian government has approved a bill allowing stateless individuals to sign contracts for military service.
“The Kremlin is looking for alternative ways to replenish the enormous personnel losses in the war against Ukraine. From now on, stateless individuals will be able to join military service under contract. The Russian government has approved the corresponding bill,” the Center for Countering Disinformation stated.
In exchange for this, individuals are offered citizenship through a simplified procedure.
“As of March, there were about 5,000 stateless people in Russia. They are promised citizenship through a simplified process in exchange for signing a contract. They will be allowed to sign contracts only for positions in the ranks of privates and sergeants,” the Center noted.
Russian officials consider this a good alternative to mass mobilization.
“The Russian authorities are aware of the unpopularity of mass mobilization. The 'meat assaults' require a significant amount of private-level personnel, which is rapidly depleting. Therefore, the Russian regime is looking for other ways to replenish the ranks of soldiers, including through stateless individuals,” the Center concluded.
