Kremlin rejects Ukraine’s request for memorandum ahead of next round of talks
Ukrainian Foreign Minister Andrii Sybiha has called on Russia to immediately submit a formal "memorandum" outlining terms for a ceasefire. Russia has issued a response
Kremlin spokesperson Dmitry Peskov responded to the demand on Thursday, May 29, according to Russian media reports.
The Russian official dismissed Ukrainian Foreign Minister Andrii Sybiha’s request to immediately hand over a proposed "memorandum," calling it "unconstructive." Instead, the Kremlin shifted focus to the possibility of a second round of talks with Kyiv.
“Demanding things immediately or gradually — it’s all unconstructive,” said Kremlin spokesperson Dmitry Peskov. “Either confirm your willingness to continue negotiations, or don’t.”
He added that Moscow has yet to receive Ukraine’s confirmation for a second round of negotiations in Istanbul, proposed for Monday, June 2 — a meeting previously suggested by Russian Foreign Minister Sergey Lavrov.
- President Volodymyr Zelenskyy says that Russia must submit their 'memorandum.' In turn, Ukraine will review the proposals and provide a definite response to them.
- The Kremlin’s delay in providing it proposals is a calculated move to gauge reactions and tailor its demands, revealing another strategy to shift blame onto Ukraine, a foreign relations expert believes.
