Ukraine's Cabinet of Ministers has authorized Minister of Economy Yuliia Svyrydenko or Minister of Foreign Affairs Andrii Sybiha to sign an agreement with the U.S. on establishing the rules and conditions of the Reconstruction Investment Fund

This is stated in the government decree dated February 26, 2025.
The government approved the draft Bilateral Agreement on establishing the rules and conditions of the Reconstruction Investment Fund and authorized Yuliia Svyrydenko or Andrii Sybiha to sign the agreement.
