Paris supports Ukraine's Victory Plan in all spheres - French FM Barrot
On October 19, French Foreign Minister Jean-Noël Barrot arrived in Kyiv for the first time during his tenure. He met with Ukrainian Foreign Minister Andrii Sybiha and emphasized that Paris supports Ukraine's Victory Plan in all spheres
He said this at a press conference with Ukrainian Foreign Minister Andrii Sybiha.
“France supports the Ukrainian plan not only in the military sphere, but is also ready to provide support in the civilian and economic spheres,” Barro emphasized, adding that Paris will also support Ukraine when it decides to start peace talks.
Sybiha said that he had discussed the Victory Plan in detail with his French counterpart, as well as the results of the meeting in the Quartet format.
“We had a tête-à-tête conversation, where Mr. Foreign Minister and I exchanged views on additional steps to implement Zelenskyy's Victory Plan. Minister also informed me about the results of the recent Quartet meeting in Germany. The further implementation, realization and content of the Victory Plan were among the main issues,” Sybiha said.

The Ministry of Foreign Affairs informed that the diplomats paid attention to the allies' support for the Victory Plan and the Peace Formula of Ukrainian President Volodymyr Zelenskyy, countering Russia's attempts to scale up the war by enlisting the support of the DPRK, intensifying Ukrainian-French defense cooperation, and supporting Ukraine's energy stability on the eve of winter.
Sybiha thanked France for its comprehensive support since the beginning of the full-scale Russian aggression and noted that thanks to the dialogue between leaders Zelenskyy and Macron, Ukraine and France managed to build special partnership relations.
“The basis for extensive cooperation with France in the defense industry has already been laid. This applies in particular to the localization and joint production of the most necessary weapons in Ukraine, as well as the transfer of a number of French innovative technologies,” the minister said.
In this context, Andrii Sybiha thanked the French side for implementing the decision to form a Ukrainian brigade in France and expressed hope that this initiative would serve as an example for other partners of Ukraine.
He added that Ukraine and France are working productively to prepare for the second Global Peace Summit.
Sybiha also noted the active work of France and Minister Barrot personally on the return of Ukrainian children and welcomed the recent French-Canadian statement. According to him, the parties discussed in detail the implementation of the relevant paragraph of the Peace Formula and the involvement of as many participants as possible in the ministerial conference on October 30-31 in Canada.
“A special element of the visit was the presentation at the Ukrainian Foreign Ministry of specially selected archival diplomatic documents from the times of the Ukrainian People's Republic. The presented historical monuments reflect the friendly nature of Ukrainian-French relations of that period, including active bilateral diplomatic contacts and joint projects of cultural diplomacy,” the press service of the Ministry of Foreign Affairs of Ukraine informed.
Presenting the exhibition to his French colleague, Sybiha emphasized that friendly relations between Ukraine and France have deep historical roots.
The day before, on October 19, Barro announced his visit to Ukraine in X: “Today I am going to Ukraine. Support again and again Ukraine's resistance to Russian aggression. Support again and again the civilians who are suffering. Respect for international law is a condition for our collective security.”
Earlier, We Are Ukraine reported that Barro had already met with Ukrainian Foreign Minister Andrii Sybiha in Kyiv. Negotiations between the ministers have begun.
“We must first give Ukrainians the opportunity to negotiate whenever they want, from a position of strength. We must also prepare for peace. If the conditions are created at the next peace summit to invite Russia, well, for my part, I will make every effort to ensure that Russia accepts a different language - the language of international law, which we defend,” Barro emphasized.
On Thursday, October 17, President of Ukraine Volodymyr Zelenskyy presented the Victory Plan at a meeting of the European Council.
On Friday, October 18, President Volodymyr Zelenskyy shared details of how the United States, France, and Germany view Ukraine's accession to NATO.
Zelenskyy said that at the European Council meeting, most of the allies who commented on the Victory Plan supported it.
