European Commission proposes 10th package of sanctions against Russia, including third country entities that help Russia
The new package of sanctions will include a number of export bans, including on technological components used by Russia in its weapons, and restrictions against third country entities that help Russia
European Commission President Ursula von Der Leyen shared the information in her address.
The proposed export bans worth more than EUR 11 billion are intended to deprive the Russian economy of critical technologies and industrial goods.
The sanctions package targets many industrial goods that Russia needs and cannot obtain through third countries. These goods include electronics, specialized vehicles, machine parts, spare parts for trucks and jet engines, as well as construction goods that can be used in the military sector.
The EU also plans to further restrict exports of dual-use goods and advanced technologies.
"We are proposing export controls on 47 new electronic components that can be used in Russian weapons systems, including drones, missiles, helicopters," the statement said.
To ensure that the technology is not delivered to Russia by other, illegal means, the EU for the first time adds to the sanctions structures of third countries that help the Russian Federation, in particular Iran.
New sanctions will be imposed on Kremlin propagandists and the Russian military elite, and the lists of sanctioned persons will be finalized later.
It is also planned to review all Russian assets frozen in the EU that could be used to help Ukraine.
"We will track oligarchs trying to hide or to sell their assets to escape sanctions. And together with Member States we will set up an overview of all frozen assets of the Russian central bank held in the EU. We need to know where these are located and how much they are worth. This is crucial in view of the possible use of public Russian assets to fund reconstruction in Ukraine," von der Leyen said.
She noted that next week a Sanctions Coordinators Forum will be organized to bring together all international partners to strengthen efforts to enforce the restrictions.
