Trump may halt billions in U.S. military aid to Ukraine: what’s at stake?

According to Defense Express, a significant portion of U.S. aid approved during the Biden administration remains unfulfilled, particularly under the Ukraine Security Assistance Initiative (USAI) and the Presidential Drawdown Authority (PDA). These programs, which cover weapons shipments from Pentagon stockpiles and direct purchases from manufacturers, had billions left in their accounts before Biden left office.

As of late 2024, around $2.3 billion in PDA funds was earmarked for immediate arms transfers, including artillery shells, air defense missiles, and anti-tank weapons. However, formal delivery of these supplies remains uncertain. Additionally, USAI, which funds long-term arms contracts, accounted for approximately $30 billion of the $65.9 billion total aid since 2022—with deliveries scheduled through 2026 or later. The extent of completed contracts remains unclear.

Trump and many Republican leaders have repeatedly signaled opposition to further military assistance for Ukraine. While no new aid was planned for 2025, what remains at stake is the vast backlog of promised weapons. If Trump moves to block these transfers, Ukraine could face significant shortfalls in critical ammunition and defense systems at a pivotal moment in the war.
