Hungary, Slovakia refuse to sign EU summit conclusions on Ukraine

Hungary and Slovakia refused to sign the December 19 European Council conclusions on Ukraine, which approved a €90 billion loan for Ukraine funded through joint EU borrowing in 2026-27

Several EU diplomats informed the European Pravda correspondent about this.

"Two countries did not sign the European Council conclusions on Ukraine – Hungary and Slovakia," one of the sources said.

Like Hungary and Slovakia, the Czech Republic secured the absence of financial obligations regarding financial support for Ukraine in 2026–2027 amounting to €90 billion. However, unlike Hungary and Slovakia, it signed part of the decision concerning the loan details together with 25 other countries.

In 2025 Hungary has not signed any text of the European Council conclusions on Ukraine as a protest against the EU's policy that "supports the war."

Slovakia disagreed with the Ukrainian part of the EU leaders' summit conclusions for the first time.
