Ukraine's FM outlines security guarantee stance in talks with U.S. Rubio, European diplomats

On Monday, August 25, Ukrainian Foreign Minister Andrii Sybiha has held a telephone conversation with U.S. Secretary of State Marco Rubio, UK Foreign Minister David Lammy, and a number of European diplomats, during which the parties have discussed security guarantees and ways to achieve peace in Ukraine

"I took part in an important call, focused on the path to peace and security guarantees for Ukraine, organised by U.S. Secretary of State Marco Rubio, together with our European allies, Foreign Ministers of Finland Elina Valtonen, France - Jean-Noël Barrot, Germany - Johann Wadephul, Italy - Antonio Tajani, Poland - Radosław Sikorski, Great Britain - David Lammy, as well as EU High Representative for Foreign Policy Kaja Kallas," Sybiha noted.

He expressed gratitude to Secretary of State Rubio for his efforts and to President Trump for his "peacemaking leadership."

The head of the Ukrainian foreign ministry emphasized that this conversation was a continuation of previous contacts between the leaders of the countries, President Zelenskyy's successful visit to Washington, and the active work of national security advisers.

"I reiterated Ukraine’s position that security guarantees must be concrete, legally binding, and effective. They should be multidimensional, including military, diplomatic, legal, and other levels. We all share the conviction that the Ukrainian army is the fundamental level of any such guarantees, therefore its maximum strengthening is our top priority," he stressed.

Sybiha also confirmed Ukraine's readiness for further steps towards peace.

"I reaffirmed that Ukraine is ready to take the next steps to peace. We are ready for meetings at the level of leaders in any formats and geographies. We are ready to put an end to the killing and give diplomacy a chance. Moscow must know that it cannot drag its feet forever. If Russia continues to reject meaningful, constructive steps toward peace, it must face consequences: severe increase in sanctions and strengthening Ukraine’s capabilities," the diplomat concluded.

  • On August 25, President Volodymyr Zelenskyy met with U.S. President's Special Representative Keith Kellogg in Kyiv: they discussed military cooperation, sanctions against the Russian Federation, and the return of Ukrainian children.
