By supplying drones to Russia, Iran violates the United Nations Security Council Resolution 2231.
The resolution that both China and Russia endorsed at the UN Security Council in 2015.

Now, after a closed briefing by UN experts, who provided the Security Council members with indisputable evidence that the drones are produced in Iran, China's abstention from voting will be a “coming-out” for Beijing. To vote "in favour" is to betray the members of the alliance.
China is trying to have it both ways - support Russia and keep its place in the UN.
