Zelenskyy appoints Umerov as Secretary of Ukraine’s National Security and Defense Council
President Volodymyr Zelenskyy has appointed former Defense Minister Rustem Umerov as Secretary of the National Security and Defense Council of Ukraine

The corresponding decree No. 496/2025 was published on the website of the President’s Office.
"To appoint Rustem Umerov as Secretary of the National Security and Defense Council of Ukraine," the text of the decree states.
Also, on the website of the head of state, decree No. 495/2025 was published regarding the dismissal of Oleksandr Lytvynenko from the position of Secretary of the NSDC.
"To dismiss Oleksandr Valeriyovych Lytvynenko from the position of Secretary of the National Security and Defense Council of Ukraine," the decree states.
On Wednesday, July 16, Defense Minister Rustem Umerov summarized his two years of work, outlining the key priorities, goals, and achievements in this position.
