Putin repeats territorial claims, ties referendum to end of martial law

According to Putin, Ukraine’s authorities must hold a referendum to resolve any territorial issues.
“Questions regarding territories in Ukraine can be decided through a referendum, but this requires lifting martial law,” Putin said.
- On August 13, German Chancellor Friedrich Merz stated that Ukraine is ready for dialogue on territorial issues but does not consider the possibility of legally recognizing territories occupied by Russia.
- On August 24, Russian Foreign Minister Sergey Lavrov said that Moscow has no intention of relinquishing control over occupied Ukrainian territories, including the Black Sea region, Azov Sea area, Donbas, and Crimea.
- On August 29, Turkish Foreign Minister Hakan Fidan noted that Russia no longer insists on full control over all the territory of the four partially occupied Ukrainian regions.
