U.S. strategy under Biden was rapid arms support for Ukraine, not escalation control — Sullivan

In an interview with Suspilne, Sullivan responded to questions regarding the restrictions on Ukraine's use of U.S. long-range weapons against targets on Russian territory. 

He dismissed the idea that the administration's strategy was centered around "escalation management," stressing that its focus lay in providing Ukraine with an unprecedented level of military assistance and enforcing historic sanctions on Russia.

According to Sullivan, even during periods of heightened tension—when the risk of Russia using tactical nuclear weapons appeared significant — Washington continued to send weapons to Kyiv. Although limitations were imposed for some time on strikes inside Russian territory, he argued that such attacks were never considered decisive in the outcome of the war.

He further underlined that the administration’s actions, when viewed in full, do not reflect a pattern of restraint. Rather, they demonstrate a consistent and rapid supply of arms to Ukraine, with few exceptions. In contrast, he criticized the approach of the Trump administration, claiming it undermines Ukraine both militarily and diplomatically.
