This was announced by MP Yaroslav Zheleznyak.
In the second reading, 309 MPs voted in favor of bill No. 13256. According to the MP, the text remained almost unchanged since the first reading.
Once the agreement takes effect, Ukraine will transfer half of the revenue from the following sources to the Reconstruction Investment Fund:
- rent payments for mineral extraction under new licenses;
- fees for issuing new special permits to use subsoil;
- income from selling the state’s share in production under new production-sharing agreements.
These funds will be credited to the state budget’s special fund and, by decision of the chief administrator — presumably the Ministry of Economy — will be redirected to the Reconstruction Fund.
- Back on May 13, as part of implementing the mineral agreement with the US, the Verkhovna Rada supported the Budget Code amendments at first reading.
