Ukrainian emigration drops sharply despite continued shelling, blackouts
Despite intensive shelling and periodic blackouts, no mass exodus of Ukrainians abroad is being observed

According to updated border crossing data, about 290,000 people left Ukraine last year and did not return. This is significantly fewer than in 2024, when 443,000 citizens left the country.
Overall, since the beginning of the full-scale invasion, 3.1 million people have officially left Ukrainian-controlled territory and not returned.
The majority of this outflow occurred during the first year of the war.
- On January 22, the head of the Donetsk Regional Military Administration, Vadym Filashkin, reported that about 7,000 civilians had left Ukrainian-controlled areas of Donetsk region over the past month.
