Ukraine needs third country’s involvement to free civilians from Russian captivity, says Foreign Minister Kuleba
Dmytro Kuleba, Ukraine's Minister of Foreign Affairs, believes that involving a third country to help release civilians held captive by Russia could be achieved through "pendulum diplomacy"

He stressed the significance of a mediator from a different country who can engage in "pendulum diplomacy" with Russia. This approach is crucial because Ukraine prioritizes safeguarding human lives, particularly when it comes to civilian hostages.
Kuleba highlighted, "The plight of civilian hostages is a significant concern, and that's why we work tirelessly to secure the release of these individuals, who are distinct from prisoners of war that can be exchanged."
Prisoners of war exchange with Russia
On July 6, Ukraine welcomed back 45 individuals from captivity. This group included two officers, 41 privates and sergeants, an Azovstal civilian employee, and a member of territorial defense from Kherson.
Additionally, on Friday, August 4, the remains of 44 deceased Ukrainian servicemen were repatriated.
Ukraine took the initiative on August 22 to establish mixed medical commissions in collaboration with neutral nations. This decision aims to facilitate the exchange of Ukrainian prisoners and enable Russia to repatriate its soldiers.
On the same day, Russia returned the remains of 12 Ukrainian defenders, a fact verified by the International Committee of the Red Cross as part of the captive group.
