Ukraine needs $524 billion to rebuild after three years of war, says World Bank

The study, covering damages through December 31, 2023, reveals a 7% increase from last year’s estimate of $486 billion. The biggest losses are in housing, transport, energy, commerce, and education. Ukraine’s energy sector alone has seen a 70% increase in damaged or destroyed assets over the past year.

In the past year, Ukraine's recovery needs have continued to grow due to Russia's ongoing attacks, said Prime Minister Denys Shmyhal.

The report estimates $176 billion in direct damage, with 13% of Ukraine’s housing stock affected, displacing over 2.5 million households. The housing sector accounts for $84 billion of total long-term needs, followed by $78 billion for transport and $68 billion for energy and mining.

Ukraine has allocated $7.37 billion for priority needs in 2025, but faces a $10 billion funding gap, despite donor support.

Antonella Bassani, the World Bank's VP for Europe and Central Asia, highlighted Ukraine’s progress in recovery efforts, noting that over 2,000 km (1,243 miles) of emergency road repairs and $1.2 billion in housing aid have already been covered.
