Ukraine hands U.S. confidential proposals for peace with Russia – FT

Ukraine has given the U.S. a confidential plan to end the war, including $100 billion in U.S. arms purchases and joint drone production

Ukraine has proposed a large-scale U.S. arms purchase program worth $100 billion, with Europe expected to finance it, according to media reports. In addition, Kyiv is discussing a separate $50 billion deal to produce drones in cooperation with Ukrainian companies.

According to four people familiar with the matter, the previously undisclosed proposals were presented to Washington as part of a list of issues for discussion with European allies.

The document does not specify which weapons are to be purchased but highlights the need for at least ten Patriot air defense systems to defend Ukrainian cities and critical infrastructure. It also remains unclear what share of the drone agreement would involve procurement and what share would be allocated to investment.

Financial Times analysts noted that Ukraine's proposals are aimed at appealing to Donald Trump, who has repeatedly emphasized the importance of benefits for American industry.

The document also confirms that Ukraine will not agree to any territorial concessions to Russia, stating that "lasting peace shall be based not on concessions and free gifts to Putin, but on [a] strong security framework that will prevent future aggression"

Kyiv demands a ceasefire as the first step toward a broader peace deal and wants $300 billion in compensation from frozen Russian assets. The document stresses that sanctions should only be eased if Russia complies with the future agreement and “plays by the rules.”

Ukraine also rejected Putin’s proposal to Trump in Alaska to freeze the front line in exchange for Ukraine pulling its troops from the partially occupied parts of Donetsk and Luhansk.

The document states that such a move would create a foothold for further rapid Russian advances toward the city of Dnipro and would allow Putin to achieve his aggression goals by other means.

The document emphasizes that Russia's attempt to resolve territorial issues prior to further negotiations on a long-term peace agreement will create conditions of de facto dependence on the situation, without doing anything to ensure Kyiv's future security.

The leaders first held a bilateral meeting in the Oval Office, after which they met with European leaders and the NATO Secretary General. The talks then continued in a different format.
