The British Ministry of Defense states in the intelligence report.
"While Russia's use of Belarusian territory played an important role in Russia's failed offensive against Kyiv early during the start of the invasion, Belarusian forces have limited offensive capabilities and there is little chance they will deploy their forces into Ukraine. It is highly unlikely that these exercises are evidence of preparations for a direct participation of Belarus in the war in Ukraine," the message says.
