According to a White House document, the U.S. order prohibits the anchorage and movement of all vessels connected to Russia in American ports.
The document also highlights that following Russia's full-scale invasion of Ukraine in April 2022, Washington declared a state of emergency due to Moscow’s violations of international relations.
"The policies and actions of the Government of the Russian Federation continue to constitute a national emergency by reason of a disturbance or threatened disturbance of international relations of the United States," the order states.
- The U.S. expanded sanctions against Russia on April 21, 2022, and since then, no Russian vessel has been allowed to enter American ports.
