Russian invaders are illegally taking over the homes of local residents in areas temporarily under their control, and they are also bringing their families from Russia

The report highlights “instances where Russians are unlawfully seizing properties and relocating their families from Russia to these occupied areas.”
This often begins with the seizure of apartments and houses whose original owners have either fled the occupied regions or faced persecution due to their pro-Ukrainian stance.
Subsequently, Russians involved in the conflict against Ukraine or those employed by the occupation administration moved their families into these seized properties. This aligns with Russia's broader strategy of altering the demographic makeup of the temporarily held areas
