Ukraine suffers record-high civilian casualties from Russian strikes — UN

Since the beginning of 2025, the number of civilian casualties in Ukraine from Russian attacks has reached its highest level in three years

Miroslav Jenča, Assistant Secretary-General for Europe, Central Asia and the Americas, made the statement during a meeting of the UN Security Council on July 25, according to Ukrinform.

He noted that in the first half of 2025, 6,754 civilians had been killed or injured, with June recording the highest number of casualties. Jenča also stated that in July alone, Russia had launched at least 5,183 long-range munitions, including 728 drones on a single day, on July 9.

He added that Kyiv and the historic port city of Odesa had been subjected to particularly intense attacks in recent weeks, with hundreds of drones and dozens of missiles striking daily. Jenča emphasized that no part of Ukraine was safe, including the western regions, which, he said, had experienced their most massive attacks since the beginning of the full-scale invasion.

According to the UN, at least 13,580 civilians, including 716 children, have been killed since the beginning of the full-scale invasion, while another 34,115 people, including 2,173 children, have been injured. 

Miroslav Jenča emphasized that international law clearly prohibits attacks on civilians and civilian infrastructure, and stated that the UN strongly condemned all such attacks.

The UN is also concerned about reports of civilian casualties in Russia, but cannot independently confirm this information, he concluded.
