The report states that the occupation administrations conducted a so-called inventory of land in the Luhansk region and identified at least 18,000 hectares as “unowned.”
“In reality, the ‘unowned’ land includes plots belonging to Ukrainian owners who refused to change their citizenship and obtain Russian passports,” the statement said.
The Center for National Resistance recalled that as of January 1, Ukrainians on the temporarily occupied territories who did not obtain Russian passports or change their citizenship to Russian were stripped of their rights. They are now considered stateless persons.
