
Russian state companies promote Moscow’s interests in Africa through infrastructure projects
Russian state corporations, particularly Russian Railways (RZD) and Rosatom, are actively leveraging infrastructure projects as a “soft power” strategy to promote Moscow’s political interests in Africa
This was reported by the Defense Intelligence of Ukraine (DIU).
"Russian influence in Africa through infrastructure projects is a destabilizing factor which, under the guise of development aid, results in dependence on Moscow. Russians apply this approach globally," said Andriy Yusov, representative of Ukraine’s Defense Intelligence.
The railway company RZD is considering projects in Burkina Faso, Ghana, and South Africa. In May, the company approved a concept for developing its humanitarian presence abroad through 2030. It includes funding Russian-language schools, specialized lyceums, and providing scholarships for foreign students to study in Russia.
A separate initiative involves establishing a joint university with Russia in South Africa, where students from across the continent will be able to study.
Meanwhile, Rosatom is advancing projects aimed at cultivating a Kremlin-loyal technological elite. In addition to training staff for nuclear power plants, this includes the creation of a full-fledged national education system serving Russian interests.
Specifically, Ukraine’s intelligence reports that Russia is considering opening branches of Russian universities near nuclear power plants in Egypt (Alexandria), as a form of long-term personnel influence.
