Oleg Synegubov, the head of the Regional Military Administration, reports that the State Emergency Service is clearing the rubble after the morning shelling.

"As a result of the morning missile attack on Kharkiv center by the Russian forces, we have two missile hits, from the S-300 long-range surface-to-air missile system," Synegubov wrote.

One rocket hit the roof of a 5-story residential building and completely destroyed three floors. Most of the residents were evacuated to another location prior to the attack.

The second rocket hit the courtyard of the administrative building. Initial reports indicate that no one was injured.

"The strike was carried out at 9 a.m. with the aim of harming as many civilians as possible. At this time, many people are on the streets on their way to work. This is another horrible war crime by Russia," the head of the region added.

Mayor Ihor Terekhov shared information about three civilians who were rescued from the rubble.

"Rescuers are clearing rubble in the center of Kharkiv. They have already rescued three people from under the ruins of a residential building - two women and a man. They were not injured," the mayor wrote.

Rescue operations continue.

As of 10:09 a.m., Ihor Terekhov writes that the occupying Russian forces again hit the city center. As a result of the strike, the administration building was damaged.

"Explosions in Kharkiv. Stay in shelters as long as possible!" wrote Oleg Synegubov, the head of the region.

"We have another missile strike in the central part of the Kyiv district. The administrative building was damaged," added the mayor of Kharkiv.

Local authorities report that the residential building hit by the first Russian missile has extensive damage.

Information about the victims and damage is being clarified.

The air raid alarm in the Kharkiv region began at 09:07.
