"Our narcologists, military psychologists and people who were directly under Russian occupation testify that the behavioral reactions of the Russian military are symptoms of the use of psychotropic substances and drugs", Ivasyuk emphasized.
He added that the atrocities that the Russian military committed around Kyiv and in Mariupol cannot be done without the influence of side drugs.
"Even if it is Russian, Buryat or Kadyrovtsy, a person is unlikely to commit such atrocities not under drugs. I am convinced that the leadership of the armed forces deliberately narcotized the military to easily control them", Ivasyuk added.
