This is stated in the evening report of Ukraine’s General Staff on November 1.
The General Staff says that the Russians have moved their own occupation "administration" to Skadovsk and are massively deporting the population from the temporarily occupied territories of the Kherson region. To force people to leave, the invaders intimidate residents with information about the possible explosion of the Kakhovka Hydroelectric Power Plant.
At the same time, according to the General Staff, residents are deprived of means of communication.
