"The situation in the de-occupied territories of the Kharkiv region is a cold shower after an extremely successful counteroffensive operation by the Armed Forces of Ukraine. Now Ukraine is faced with the fact that there is a humanitarian disaster in almost half a thousand liberated settlements - no electricity, no water, no communication, no food, no medication," he said.
According to him, solving this problem requires a huge amount of resources, people and time.
"Official statements are being made that it will not be possible to fully restore these communications before the heating season, and this is only one of the problems in the de-occupied territories. Another problem is that the occupiers mined virtually the entire territory of Kharkiv Oblast, where they were. Mines are now found on the streets, in residential areas houses, cars, forests where the occupiers were. These are not only unexploded shells, but also anti-personnel mines. It is extremely dangerous to be in these territories. Almost all infrastructure and real estate objects are damaged or completely destroyed. Our film crew visited Izyum and during the day, we saw almost no whole building there," Lagutenko concluded.
