He said this in a speech before the UN Security Council, RBC-Ukraine reports.
"We are dealing with a country that turns the UN Security Council's veto into a right of death. It undermines the whole architecture of global security, which allows evil to go unpunished and spread the world, destroying everything that can work for peace and security," he mentioned.
President said, if nothing changes, each country would be able to rely only on the strength of weapons to ensure their security, and not on international law.
