UN unveils $277.7 million winter aid plan for Ukraine’s most vulnerable

The United Nations and its humanitarian partners have unveiled the 2025-2026 Autumn-Winter Response Plan, which aims to support the most vulnerable groups in Ukraine with $277.7 million in aid

They aim to mobilize $277.7 million to provide life-saving assistance and services to 1.7 million vulnerable people from October 2025 through March 2026.

Why this matters

Millions of Ukrainians have lacked reliable heating for years due to the ongoing war, living in damaged homes and struggling to pay for utilities. As winter approaches, these risks increase, especially for:

  • Residents of frontline areas
  • Internally displaced persons in temporary accommodation
  • Elderly people and persons with disabilities
  • Vulnerable families with children
  • Communities with severely damaged infrastructure

Humanitarian Coordinator in Ukraine Matthias Schmale said millions will struggle to keep their homes warm this winter. The plan intends to help those who need it most.

What aid will be provided

Humanitarian organizations will:

  • Insulate and repair damaged housing
  • Distribute heaters, fuel, blankets, and warm clothing
  • Weatherproof homes and temporary shelters against extreme cold
  • Provide cash assistance to cover fuel and utility costs
  • Coordinate services in the most dangerous areas

They will align all activities with government plans and other partners to avoid duplicating efforts and to ensure aid matches vulnerability levels. The plan also includes a robust monitoring and reporting system that allows timely adjustments based on changing humanitarian needs.

“Each winter brings new challenges to people already exhausted by years of war. Timely funding and close cooperation with our partners remain crucial to reach those who need help before the cold sets in,” Schmale emphasized.
